The jeans could be considered fine. Maybe the top ought to go considering she is wearing a bra, too. I do like a gal in jeans, unbutton, preferably low risers.

You see, a girl could easily wear panties under her jeans, and only a thorough inspection can weed out such Dress Code cheaters. Moreover, as jeans require unbuttoning and unzipping, the time it takes to remove them might be misconstrued by an impatient Inspector as refusal to comply, and so the girl might be cited for indecency as a result. Like most girls, modesty is this girl’s main goal. So her best bet is to lose the bra, jeans, and whatever panties she might be wearing under them — it’s her most modest choice.
